SC/ST/OBC-A/OBC-B: RESERVATION POLICY AND ELIGIBILITY CRITERIA

ADMISSION 2019-20

SC/ST/OBC candidates from states outside West Bengal are NOT ENTITLED to seek any reservation benefits. These candidates should apply as General Category candidates, provided they meet the eligibility criteria set for the General Category. Candidates from West Bengal must produce their original caste certificates as issued by the relevant/competent authorities of the Govt. of West Bengal only.

 

  1. Reserved Quota as per rules of the Government of West Bengal and University of Calcutta : SC - 22%, ST- 6%, OBC-A 10%, OBC-B 7% of total seats in available subjects/courses [See website of BCW Department of the Government of West Bengal].

  2. Eligibility Criteria for S.C. /S.T. candidates for Honours and General courses are as follows—provided the candidate can produce her/his original caste certificate as issued by the relevant/competent authorities of the Govt. of West Bengal only [i.e., SDO/ADM/DWO ( District Welfare Officer) of all Districts and Sub-divisions of West Bengal] before the closing date of application. Certificate issued on a later date by any authority will not be acceptable at the time of admission.

a) Honours course - Aggregate 40% [best 4] or/and 40% in subject or allied subject, as applicable, and passed with 5 subjects including English of 100 marks (see the Criteria and Combination of Subjects applicable for the General Category for details )
b) General course – candidates must have passed 10+2 level with 5 subjects including English of 100 marks.
c) Candidates must carry 'Passed' Mark sheet of 10+2 level (i.e., ‘compartmental’/’back’ candidates are not allowed)
d) For admission to different courses, an SC or ST candidate getting admission should have obtained in the previous examination: qualifying marks not lower by more than 25% of the marks obtained by the last candidate of the general category. In case of OBC-A and OBC-B the candidates getting admission should have obtained in the previous examination, qualifying marks not lower by more than 10% from the marks obtained by the last candidate of the general category. In any case, if a candidate obtains marks lower than the minimum qualifying marks prescribed by the University / Appropriate Authority for admission to the relevant course, s/he will not be eligible for admission. *EXAMPLE:Lowest Cut-off for SC/ST:  If the Lowest Merit Point of the Unreserved Admitted Candidates  List  is 100, then the Lowest Merit Point of the SC/ST Merit  List will be 75.

 

  1. Eligibility Criteria for OBC-A and OBC-B candidates for Honours and General courses are as follows, provided the candidate can produce her/his original caste certificate as issued by the relevant/competent authorities of the Govt. of West Bengal only [i.e., SDO/ADM/DWO ( District Welfare Officer) of all Districts and Sub-divisions of West Bengal] before the closing date of application. Certificate issued on a later date by any authority will not be acceptable at the time of admission.

*EXAMPLE: Lowest Cut-off for OBC (A and B): If the Lowest Merit Point of the Unreserved Admitted Candidates List is 100, then the Lowest Merit Point of the OBC (A and B) Merit List will be 90.

  1. Eligibility criteria for applications in the OBC-A / OBC– B Category: Same as the general eligibility criteria [unreserved] for Honours and General subjects / courses. (see the Criteria and combination of subjects for General Category)
  2. OBC candidates falling under ‘Creamy Layer’ are excluded from the provision of reservation.

OBC candidates getting admission should have obtained in the previous examination: qualifying marks not lower by more than 10% of the marks obtained by the last candidate of the general category. In any case, if a candidate obtains marks lower than the minimum qualifying marks prescribed by the University / Appropriate Authority for admission to the relevant course, s/he will not be eligible for admission. SC/ST/OBC-A/OBC-B candidates who have their names in the general merit list will be allowed the option of admission EITHER in the General Category OR in the Reserved Category (SC/ST/OBC-A/ OBC- B). The candidate will be admitted in the Reserved Category, by default, if s/he fails to indicate her/his choice in the matter.
  2. The Scheduled Caste/Tribe candidates are entitled to take concessions/benefits admissible to them from the State of their Origin and not from the State, to which they have migrated (vide Ministry of Home Affairs. Govt of India Notification no BC 16014/1/82-SC & BCD-I dated 6th August 1984 and D.O. No 12017/11/89-SCD (R. Cell), dated - 8/1/1990 )
  3. SC/ST/OBC candidates from states outside West Bengal are NOT ENTITLED to seek any reservation benefits. These candidates should apply as General Category candidates, provided they meet the eligibility criteria set for the General Category.
  4. Applications of candidates who fail to submit DURING THE ONLINE APPLICATION PROCESS their valid caste certificates as issued by the offices of the SDO/ADM/DWO of the Government of West Bengal [ORDER NO 3058-BCW/MR-94/11 DATED 16 SEP 2014], will be summarily REJECTED.
